The drive belt transfers power from the vacuum’s motor to the rotating brush in the nozzle that loosens dirt from your carpet. The drive belt is constantly exposed to friction, dirt and grit which can wear out the belt and cause it to break. Replacing a broken Hoover Elite belt does not require any special tools or skills. Unplug the vacuum from the electric outlet. Pull the floor-height adjustment knob off the adjuster shaft that is in the middle of the top cover. Put the handle in its unlocked down position and turn the machine over to expose the bottom plate. Release the two latches that secure the bottom plate by prying the catches back with the flat-bladed screwdriver. Pry around the edges of the top cover with the fheadlat-bladed screwdriver to release it from its catches.
Remove the bottom plate to expose the rotating brush. Turn the vacuum over and remove the top cover to expose the motor shaft. Remove any remnants of the failed belt. Turn the vacuum over to expose the bottom again. Lift the rotating brush out of the floor nozzle. Pick out any hair, threads and other debris embedded in the brush bristles. Check that the brush spins freely between the end retaining plates. Slide the new belt over the roller to a smooth pulley-like spot. Install the belt with the lettering facing out. Reinstall the brush roller in the floor nozzle so the belt is on the same side as the motor shaft. Reinstall the bottom plate. Turn the vacuum over so it rests on the bottom plate. Stick a finger through the loop of the belt and pull the belt toward the motor shaft. Slide the belt over the motor shaft. Pull on the belt to check that the rotating brush and motor shaft turn freely. Reinstall the top cover and the height adjustment knob. Spin the roller by hand to make sure it turns.

While you are waiting for an expert answer, I did manage to find a link that will provide you with some good tips about what may be causing your problem. I hope my link is useful. Thank you for your question.I can understand you wondering with all that suction why is the vacuum not working. It sounds like the idler tension arm is not tightening the drive belt. You will need to remove the knobs on the top vacuum and remove the top cover and then remove the sole plate on the bottom to gain access to the roller brush and examine to see if the belts are broken or not engaging. The drive will not work until the lean the handle down from the upright position and also the roller brush. If you remove those covers you will discover what the problem is.I hope this will help.Thank you for using Manage My Life. I have the exact same problem with my brush/roller not turning, AND the RED light is ALWAYS ON. Have disassembled as Sam A Expert described: Both belts are in excellent condition (vacuum less than six months old), however the idler tension arm seems to very little tension.
Appears to be defective to me. How can I increase the tension? Thank you for your question. If you unit is less than 1 yr. old I would take it in for service. This will be a covered repair on this unit. There sounds like there is a problem with the idler arm. You could check your shifter cable to make sure when you push and pull the handle it is applying pressure to the forward and reverse clutches on the drive unit. But I would suggest that you take it in for service. Thank you for using Manage My Life. Sam A - thanks for your quick reply. I will do as you suggest and take it in for service. I have changed the bag on my machine and the red light is still on. What do I need to do? Thank you Thomas for your question on the dirt sensor light is still on. It sounds like the dirt sensor lens has build up on it and needs to be cleaned. If this is a Hoover upright vacuum cleaner remove the bag and clean the bag mount tube behind the bag in the hole chamber with a damp cloth wrap around the handle of a screwdriver.
