ECCA had its origins in East London in 1984. At that stage it was known as C.R. Oakes Agencies (Sole Proprietary). The family business, consisting of two employees, had its foundations in forming longstanding partnerships with clients assisting them to solve problems through the provision of cost effective cleaning solutions. In 1989 Cedric Oakes was approached by Industroclean to become a distributor of their products for the Eastern Cape. In 2009 the longstanding Closed Corporation was converted to a Private Company to pave the way for the inclusion of outside shareholders. In 2010 ECCA became a distributor for the Nilfisk range of cleaning equipment through the Industroclean association in the Eastern Cape. This allowed us to offer a much broader range of equipment and greater levels of innovation that had previously been available to customers, providing excellent quality, backup service and great value. Francois de Villiers joined the business in September 2012. Francois worked within the contract cleaning industry for more than 10 years as one of the founding shareholders of Zama Specialized Cleaning. It suffered £10 million worth of damage at its dry dock location in Greenwich, south-east London, in May last year. The Metropolitan Police criticised two security guards at the site, who failed in their duty of carrying out a fire check because they had "put their feet up" for the night. The fire was reported just before 5am on May 21 last year. An official police report found that on the night, the security guards were considering leaving work early and had actually written a false log up to 7am, which stated that "all is in order".

Det Chf Insp Dave Garwood said: "Had they patrolled properly that night we believe the effects of the fire could have been prevented. They did not do the job they were paid to do." Detectives said the blaze started in the stern of the ship on the lower deck after an Italian-made Planet 200 industrial vacuum cleaner, which was being used to remove waste from the ship, overheated having been left running overnight. The last person to use the machine on Friday night admitted that it was left on and nobody else remembered switching it off, police said. Heerey, the construction management company in charge of the site, now faces a possible health and safety prosecution and being sued by Cutty Sark trustees.
